"Naked" Tomatillos?
 

This is my first year growing tomatillos and I Have two plants that are LOADED with fruit! I love the look of these plants and they appear healthy.

One thing I have noticed is that some of the tomatillos are shedding their wrap up towards the stem so that they are completely bare and the wrap is pulled up like a skirt around the stem.

Is this normal?

Really?! The ones this is happening to are the size of a large blueberry or small grape, not a harvestable size. I thought you could tell they were ripe when the outer skin turns brown and just cracks open a bit.

I would be surprised if they are ripe, especially since I live in Portland, OR where only a few of my tomato and pepper plants have ripe fruit on them.

If the husk is a larger diameter than the fruit, (and this happens quite often), then that fruit is a failure. Normally, the fruit will outgrow the husk.

Maybe someone else here can give a technical answer. My answers are from my personal experience with three different varieties. All three had some pods that did just what you have experienced. However, the plants put out so many fruits that a few bad ones doesn't really hurt the total production all that much.

Mine are also quite small...definitely not outgrowing the husk and in quite a few cases, they are dropping from the vines.
