I have an ongoing battle with fungus gnats, although I'm winning that battle now & only see a stray gnat now & again. I use Gnatrol periodically.
My soil is Master Gardener Bumper Crop Organic Gardener's Gold Potting Soil, to which I added time-release Osmocote 15-15-15 and finely-ground eggshell. I cooked the soil before use.

Are you using mosquito bits? They take care of fungal gnats.
