The mulch you mentioned might work but a person might need to put less peat moss or possibly not any to avoid water retention issues. I will do that if I have to but so far I don't have to.

It's worth a try if you can't find the fines. Maybe buy a bag and open it up and poor it out and check the contents. Or make a test batch and see how it grows.
