update
walmart has the 4 foot red/blue led grow light bulbs actually cheaper than the lights mentioned earlier.
The bulbs fit the t12/t8 fixtures and are $9.24 ea here.
I will use a mix in my fixtures of 1 of those and a regular 5000K fluorescent.
