It gives all the restricted plants and then talks about seeds.
Here is an example.
Aster, chysanthemum, hollyhock, dahlia, and gladiolus: Plants require certificate of origin or certificate of treatment depending upon where they are grown.
Seeds, tubers and corms (without stems), and cut-flowers are unrestricted.
