28 F won't kill a typical hardneck garlic. There are some more sensitive types that might succomb, I suppose, if they're not mulched and the ground freezes down to where they're planted? Perhaps. Some garlic might get a yellow leaf or two if exposed to those temperatures repeatedly (after it's through the ground). It won't affect production though.
