It's a rating for a respirator mask, it'll keep out most of the particulate matter that escapes your mucociliary system. Some of them are worse than others, and by virtue of just being in an urban setting you're probably getting more exposure than through gardening, but it's best to be safe.
I would argue it's an essential item for all gardeners. One of our most admired tomatovillians is battling a respiratory pathogen traced back to gardening activities.
So wear it while you garden, and then go have a smoke.
