I moved from WA last Sep. Growing few plants in your home garden is legal both in WA and OR. For commercial growing you have to have license . I am not into smoking it but I know there are stores that marijuana, to adults,as they sell tobacco products. Smoking and possession of it in small quantity is legal in those states. This is not just for medicinal but also for recreational purposes.
