Not to say that too much fertilizer was applied in this case but it is possible to have that effect from too much fert. This year, a friend used soil mix and also added more fertilizer to that mix that was already fertilized. Her plant tops looked just like the curly top plants affected by herbicides. They did grow out of it eventually. Can't remember if she managed to change any of the soil.
