I do think it just depends on varieties. For example I am growing an F4 from the Teensy family from the dwarf project and it tied with Silvery Fir Tree as the earliest to flower in my garden this year. Meanwhile dwarf Emerald Giant hasn't opened a flower and will be one of the last of all my varieties to do so. So I don't think it is a dwarf thing, but more so a variety thing.
