Update:
We just had a snowy cold snap and I brought the peppers in. Now it is warming back up and I plan to take the peppers and other perennials back outside.

Actually most of the pepper plants that I am overwintering are ones that I planted in early summer. Of the seeds that I planted in early August, the germination was so-so, which is not uncommon with pepper plants, but then only 2-3 plants survived.
