I've done all of the above over the years...harvested some skapes for eating, left more than half. Harvested 50% full cloves and left some in the ground for a few weeks longer. I'm in garlic growing country with the SaugertiesGarlicFestival just down the mountain from me and my exit off the thruway on my way up the catskill mnts. I've yet to see a difference removing the scapes, or seeing much difference in size leaving some in the ground longer but will certainly pay more attention now. I just recharged my stock with new varieties. And a new bed planted last weekend.
