I have had TSWV on seedlings set out to harden off way before they ever get any blooms. It isn't as common as getting TSWV once flowering starts but it does happen. TSWV has also become a more troublesome problem with bell peppers in recent years around here. So far this season I only have one plant out of 39 showing definite TSWV symptoms and I hope the problem stays small this season.
