Small particles of water are much more difficult to throw 20' through the air. Mist doesn't really move unless carried by air.

I don't know how small of a mist you need, but about 35 psi is required to make the smallest particle size of mist. A shallow well pump does the trick cheaply. But that mist would need a fan or some other force to move it around.
