What causes tomato seeds to germinate inside the fruit?

Sometimes when your Heirloom Tomatoes get overly ripened, they produce large amounts of justices through fermenting, causing 5% of the seeds to germinate under certain situations.

I have seen this mostly in those storage types... and in grocery store tomatoes stored a long time.
Heirlooms with short shelf life might do it, too...but nobody keeps a smelly, squishy heirloom leaking juice around for long. Sent from my motorola edge (2022) using Tapatalk

This happened to me with a tomato from the store. The fruit itself was hard, but all the seeds sprouted. The fruit itself looked like a hedgehog
