Default rot on garlic

The skin of my garlic bulbs is rotting away.
The cloves aren't damaged.
What can this be?
Can garlic that is damaged like this still give a nice bulb in a couple months?

I always end up with a small number of heads that look like that when I harvest, but not enough to be concerned about. Never have looked into what causes it, so hopefully someone who does chimes in.

What does the top part of the plant look? And how close to harvest are you?

I've harvested some garlic a couple days ago. But most garlic will be harvested in june and july.
Can it be white rot?

We did have an extremely warm winter with maybe 2 nights of frost (-1°C).
