Do you have grow a specific hardneck variety or could you grow softnecks? Softnecks should do well in in zone 7.
Softnecks are not so hardy and on our cooler climate they tend to partially bolt with bulbils growing on the stem just above the soil level, so I grow mainly hardnecks. We eat the scapes, so that is one of the advantages of growing the hardneck varieties.
