Why do you say they're not fully formed? I mean they're still young.
That slight cupping upward could mean a bit of herbicide, but not certain.
Those flowers opening so close to the tip means the plant kinda ran out of energy.

Thanks, Zipcode, I guess I'm seeing a problem where there is none. All my other plants have leaves that are much more filled out. What a relief, no problems.
