One way to think about it is that the fruit will initiate terminal ripening only after all/most of the seeds are fully mature. Well before terminal ripening, some of the seeds will be mature enough for sprouting. Some of those seeds may not be mature enough to survive long storage or harsh sprouting conditions, but there is a window between when the first seeds are mature enough to germinate and when the fruit as a whole decides to transition to final stages.
