Default Rosebush Trouble

On the way home, I noticed a couple of rosebushes that earlier in the year looked beautiful. The were covered in roses. This is May 25, and we haven't had days above 90F yet (Which is odd for here) Those rosebushes I saw yesterday had lost all of their flowers and leaves with exception of a few leafs on the top. They are 7 miles from our house.

Today, I looked at my brother's rosebush and it looks just like the ones I saw yesterday. It is in full sun and the weather temperature has been in the 70s and 80s with lows in the 60s and 70s. It has rained a whole lot in April and up until about a week ago.

Anyone have ideas/thoughts on why this has happened to the rosebushes?
