Default no mention how to water the mix?

I am going to try Miracle grow seed starting mix but do you pre wet the potting mix before filling the cell tray or just pour the dry mix on and than wet the mix by filling the water tray? I guess I can fill a clean spray bottle with filtered water (no town water) and moisten the top using mist spray after filling the tray with enough to wet the bottoms of the 72 cell tray too. This way I shouldn't need to water or worry about a dry mix. I am using a small store bought hothouse with heat mat. in the clamp on lamp fixtures are 4 watt led grow lamps all in all less than 50.00 dollars for everythingI post a pic

Default my starter kit

I do not know what gives..I tried posting pics like I use to but, this tapatalk app keeps trying to make me install thier app! Do I need this app to post attachments/pics stored on my android or what?
