Basalt will have a lower silica content than most lava, and starts as a solid rock. Lava is more porous and was flowing on the surface before it cooled and solidified.

OK, basalt was a lava flow but it is much more solid when a thick flow cools like the giants causway in Ireland. (Google it for nice pictures.) It is much more fluid as a lava than more silaceous flows that cool as scoria.
