Default Building a raised bed

I want to build a small (8'X4') raised bed in my yard for next season. Can I just turn the turf over and put garden soil, compost, etc. on top of it or do I have to remove the turf completely before I put the garden soil into the raised bed? I know this is not exactly a container question but I wasn't sure where to post this question.

I agree. I build my beds by just placing the newspaper over the grass, wetting with a hose and filling in with soil. I've done it this way for years....
