Looks like flea beetle damage to me. Remove lower leaves and mulch plants well. Permethrin or Pyrethrin will kill them on the underside of the leaves if they get too bad.

Looks like flea beetle damage to me too. I always get this on eggplants but they outgrow it with no treatment from me. I am seeing this on the lower leaves of my tomatoes plants too but the tops look fine so I am not doing anything. I am not removing the leaves because I would rather have them eat those than to look for new leaves.
