Default are these aphids?

Hi all -

I'm new to the gardening world. I found these bugs all over some of my tomato plants. Are these aphids?








I spray them off with water when i find them but they keep coming back.

Yes, those are aphids. Use a soap spray per directions. And, spray twice a week until the problem is under control.

FWIW, I like to leave the soap spray on for a couple of minutes, then rinse off. There is no benefit to leaving it on the plants (it works on contact by damaging the soft body of the insect), and leaving it on can tend to make plants photosensitive, especially in warmer climates.
