Anyone use it to stop weeds - or anything else - from germinating?

We don't use it. The caution we were given by a seller of horticultural related items for growing was ... don't use it. After a while (several years) you will see that NOTHING will germinate in the area. As the chemical builds up after several years of use it doesn't really go away and it will inhibit all seed germination.
Lots of mulch, cultivation and hand weeding.

Works well in flower beds (I assume you mean the Trifluralin product and not the silly gluten product). I don't use it in the veg garden, no need.

Half life in the soil is 2-8 months depending on soil type.
