Default rust on garlic

I have a lot of rust on my big french garlic.
It looks like it's slowly dying.
What do you do when you have a lot of rust?
Cut down the most infected leaves?
Does spraying with a fungicide helps?

According to IFAS.UFL.EDU, Serenade or other fungicde for rust control is indicated.

I had rust on my garlic for the first time last season and as it was only a month before it was ready to lift, tried spraying with diluted milk per this blog. The rust didn't seem to get worse and the bulbs that I harvested were not that much smaller than in previous years.
